AEC Technical Advisory provides PE endorsement for BCA signage in Singapore for commercial and residential building owners, town councils, contractors and developers who need help with signage design, submission, approval and licensing. In this context, BCA signage refers to outdoor advertising signs in Singapore that must comply with Building and Construction Authority requirements, including PE endorsement and licensing for signs larger than 10m2. We handle the design and connection points to the ground or existing building facade so the sign or display complies with structural safety requirements, and proper installation reduces the risk of falling objects, liability and injuries. Signs projecting over footpaths must also maintain at least 2.5 metres clearance from ground level.
For signage that is >10m2 in area, outdoor advertising signage requires a BCA outdoor advertising signage licence under the Building and Construction Authority (BCA). This includes larger signboards and banners used as an advertising structure, with applicable requirements based on the sign type, support and location, and banners must not exceed 50% of the building facade area. The applicant must submit the proposal through BCA ALS, the online portal for signage applications, together with the required documents, including detailed drawings, images and supporting documents, and approval typically takes 7 to 14 working days. For applicable cases, the PE must also apply for the Permit To Use through the CORENET system. Some signs may be exempt from licensing but still must meet safety standards. Larger or more complex signs must comply with the Building Control (Outdoor Advertising) Regulations and require submission by a professional engineer to BCA under temporary signage submission, with PE endorsement shown on the structural drawings for signage and each permit having a maximum 3 years life-span. Illuminated signs also require BCA approval and must meet brightness limits.
For existing signages looking to extend or renew their licence, if drawings are not available from a client, we work with our contractor partners to inspect the signage via rope access, boom lift or scissor lift and check its condition for deterioration and wear & tear.

For some projects, especially conservation buildings, signage may also require approval from the urban redevelopment authority, comply with its outdoor signage guidelines, and involve the relevant government, relevant agencies, and relevant government agencies before submission. BCA regulations also ensure signage fits the surrounding streetscape based on the sign’s location, including signs facing streets. For new signage, any mandatory safety sign must comply with Singapore Standard SS 508. BCA also enforces the Code on Accessibility so signage remains usable. This can affect a new outdoor advertising sign, as certain signs are prohibited on residential buildings and public infrastructure.
