A structural engineer should be appointed before demolition starts, before a contractor prices structural alterations, and preferably before an interior design concept is fixed. On a Singapore project, knowing how to appoint a structural engineer early can prevent a common and expensive problem: a proposed layout, feature, opening, or added load that cannot be endorsed without redesign.
The right appointment is not simply a search for a Professional Engineer (PE) signature. It is the process of defining the engineering risk, selecting a suitably qualified professional, agreeing on deliverables, and establishing who will coordinate design, submissions, site inspections, and construction changes. This is particularly relevant for additions and alterations (A&A), landed house works, commercial fit-outs, façade modifications, industrial facilities, and projects involving existing buildings.
Start with the actual structural decision
A structural engineer is required when building works affect, add to, remove, or rely on structural elements. Typical triggers include removing walls, creating openings in slabs or walls, installing steel beams, adding mezzanines, mounting heavy equipment, extending a building, constructing roof structures, changing façade elements, underpinning foundations, or addressing cracks and settlement.
The first step is to state the proposed works in practical terms. Provide the property address, available architectural drawings, photographs, intended layout, known building age, and the contractor’s preliminary method if one exists. If the project involves a particular load – such as machinery, storage racking, a water tank, raised flooring, solar equipment, or a suspended feature – identify its weight, dimensions, and location.
Do not assume that an element is non-structural because it appears lightweight or because a contractor describes it as a partition. How to appoint a structural engineer: verify credentials and fit
For works requiring regulated structural design and endorsement in Singapore, verify that the appointed professional holds the appropriate registration with the Professional Engineers Board (PEB) and can act in the required capacity for the project. Depending on the nature and approval route of the works, the project may also require coordination with a Qualified Person (QP), architect, geotechnical specialist, mechanical and electrical engineer, or fire safety professional.
Registration is essential, but it is not the only selection criterion. The appointed engineer should have relevant experience with the building type and the proposed intervention. A consultant experienced in new reinforced-concrete construction may not be the best fit for a live retail renovation with tight access, uncertain existing conditions, and phased night works. Those exclusions can create delays after the contractor has mobilized.
A well-defined structural engineering appointment should identify the deliverables required for the project. These may include structural assessment, design calculations, structural drawings, PE endorsement, method-related comments, temporary works review, inspection of completed works, and certification or documentation needed for the applicable approval process.
It should also state whether the scope includes authority submissions and responses to technical comments. At appointment stage, identify the project lead and define the information flow. The structural engineer should receive the latest architectural plans, reflected ceiling plans where relevant, equipment schedules, and proposed demolition drawings. The architect or interior designer should not issue drawings that show structural alterations as final until they have been reviewed and coordinated.
The contractor should also understand that site changes require review. - Construction-stage inspections and completion documentation
- Revisions caused by design changes, incomplete records, or contractor proposals
Also clarify the payment schedule and expected turnaround times. Fast response is valuable, but an engineer cannot responsibly endorse incomplete or conflicting information. The fastest route to approval is usually a complete brief, coordinated drawings, and timely access for inspections – not pressure for an immediate signature.
Put the appointment in writing
A formal appointment should record the project address, scope of works, engineering deliverables, professional role, fee, assumptions, exclusions, program, and responsibilities of the client and other project parties. It should identify the point at which additional services apply, particularly where hidden site conditions, expanded work areas, or design changes emerge.
The client should provide accurate information and arrange access to the property. The contractor should construct in accordance with approved drawings and seek clarification before deviating from them. The engineer should provide the agreed professional services within the stated scope and flag issues that require further investigation or specialist input.

Plan for inspections and handover from day one
Appointment does not end when drawings are issued. Some projects require inspections at critical stages, such as before concrete is poured, after steel installation, before concealed works are closed up, or when remedial measures have been completed. If inspection is left until the end, important details may no longer be visible or verifiable.
Discuss inspection hold points with the contractor before work starts. Keep approved drawings, revision records, material certificates, photographs, and relevant test records organized. The most effective appointment is one that gives the engineer enough information, authority, and access to make sound decisions.
