The first critical decision is whether the proposed scope is classified as A&A works vs reconstruction. This affects the design basis, authority submission route, structural investigation required, consultant appointments, cost exposure, and delivery timeline.
For property owners and project teams in Singapore, this is not a labeling exercise. An incorrect early assumption can lead to redesign, additional authority requirements, or construction works that cannot proceed as planned. The practical question is whether the existing building can safely and lawfully remain the basis for the new development, or whether the extent of replacement has crossed into reconstruction.
A&A Works vs Reconstruction: The Core Difference
Addition and alteration, commonly called A&A, retains an existing building or a meaningful portion of its approved structure while modifying, extending, upgrading, or repurposing it. Typical A&A projects may include new floor areas, rear extensions, attic conversions, façade changes, internal reconfiguration, strengthening works, lift additions, roof replacement, or changes to building services.
Reconstruction generally involves demolishing and rebuilding a building, or replacing such a substantial part of it that it is treated as a new building for planning, design, and approval purposes. The final determination depends on the actual scope, the condition and extent of retained elements, planning controls, and the requirements of the relevant authorities. It should not be based solely on what the client calls the project.
The distinction is especially consequential for landed residential properties. A homeowner may intend to retain a few walls or portions of the existing structure while rebuilding most floors, columns, roof framing, and services. If the retained components are limited, non-structural, or impractical to preserve through construction, reconstruction may be the more appropriate path.
What Usually Falls Within A&A Works

It may also be appropriate where a property owner wants a substantially different building form, new foundation system, higher performance standard, or comprehensive replacement of outdated services.
A reconstruction project allows the design to start from a clearer technical baseline. The structural, architectural, fire safety, drainage, and M&E systems can be coordinated as an integrated new-building solution rather than layered onto constrained existing conditions. This can reduce construction-stage improvisation, particularly where new openings, additional floors, larger spans, or major service risers are required.
That flexibility comes with broader responsibilities. Reconstruction may trigger more extensive planning and regulatory review, including compliance with current requirements that may not have applied when the original building was constructed. Site constraints, setbacks, allowable building envelope, conservation requirements, drainage provisions, fire access, and development controls must be reviewed early. Demolition methodology, temporary works, protection of neighboring properties, and geotechnical considerations also become central execution issues.
Do Not Base the Decision on Cost Alone
The lower initial construction estimate is not always the lower project cost. A&A can avoid full demolition and may shorten parts of the process, but retained structures often create hidden work. Early coordination avoids spending design fees on a scheme that requires a fundamentally different approach.
