A sign that appears straightforward at concept stage can become a construction, planning, fire safety, or landlord compliance issue once dimensions, fixing methods, illumination, and location are confirmed. The signage approval submission process in Singapore should therefore begin before fabrication, not after a vendor has produced shop drawings or ordered materials. Early coordination protects the project schedule, avoids rework, and confirms whether professional endorsement or authority clearance is required.
For property owners, tenants, developers, and fit-out contractors, the correct route depends on the building type, the sign location, the nature of the proposed works, and the conditions imposed by the relevant owner, management corporation, or authority. A fascia sign on an existing approved retail frontage is not assessed in the same way as a projecting sign above a public walkway, a rooftop logo, or an illuminated pylon sign at an industrial site.
The Signage Approval Submission Process: Define the Route
The first task is to establish what is being proposed and where it will be installed. This is more than a branding exercise. The project team must identify the sign type, exact position, mounting height, projection, overall dimensions, material, illumination method, electrical supply, and fixing arrangement. These details determine the technical and statutory pathway.
A complete site review should also confirm the property boundary, building façade condition, available structural support, existing signs, nearby windows or fire escape elements, and access constraints for installation and future maintenance. Where the sign is visible from public roads, adjacent developments, or sensitive locations, planning and visual-control considerations may be more significant.
Authority requirements vary by project. Depending on the proposal, the review may involve planning requirements administered by URA, building control considerations, road or public-space interfaces involving LTA, electrical and fire safety coordination, or conditions from agencies and landowners such as JTC. Conservation areas, strata developments, shopping centers, transit-adjacent sites, and government land may introduce further controls.
The practical point is simple: do not assume that a landlord’s approval is the same as statutory approval. Landlord consent authorizes a tenant to proceed under the lease or house rules. It does not replace any applicable planning, building, structural, or agency submission requirement.
Start With Landlord and Site Controls
For a tenant fit-out, the building owner’s design manual is usually the first approval gate. Many commercial buildings prescribe approved sign zones, maximum sizes, permitted colors, lighting restrictions, fixing methods, operating hours for installation, and submission formats. Retail and hospitality sites may also require the sign design to align with an overall brand or façade control strategy.
Submit the proposed artwork only after checking the physical constraints. A landlord may approve the visual layout but reject the installation method if it requires drilling into curtain wall mullions, cladding panels, waterproofing layers, or post-tensioned structural elements. The sign contractor’s method statement should correspond with the final approved location.
For strata properties, management corporation approval may be required where common property is affected. This commonly applies to external façades, corridors, entrance canopies, shared lobbies, podium areas, and building roofs. The applicable by-laws and lease conditions should be reviewed early because approval timelines can affect opening dates.
Prepare a Submission Package That Can Be Reviewed
An effective submission package allows the reviewer to assess visual impact, safety, and constructability without requesting repeated clarifications. The level of detail should match the risk and complexity of the installation. A small internal directory panel needs a different package from a cantilevered external signboard.
For external, illuminated, elevated, or structurally supported signs, the package commonly includes:
- Site plans and elevation drawings showing the sign location, dimensions, setbacks, and nearby building features.
- Signage drawings covering materials, colors, lettering, illumination, graphics, and operating arrangements.
- Structural details showing brackets, anchors, support frames, member sizes, loads, and connection locations.
- Electrical drawings and specifications for power supply, wiring routes, isolators, transformers, and access arrangements.
- Installation method statements, access plans, risk assessments, and maintenance provisions.
The drawings must be coordinated. A façade elevation that shows a sign centered on a panel but a structural detail that anchors into an unsupported joint will create avoidable review comments. Similarly, a sign that is approved visually may still require revision if the proposed bracket creates waterproofing, wind loading, access, or fire safety concerns.
Assess Structural and Building Safety Early
Structural review becomes particularly relevant when a sign is large, heavy, projecting, exposed to wind, supported above ground level, or fixed to an existing façade. The sign itself is only one part of the load path. Engineers need to assess the support frame, anchors, substrate, cladding system, and the building element receiving the load.
Existing façades require careful investigation. Concrete, structural steel, aluminum composite panels, curtain walls, precast panels, and lightweight cladding each have different fixing limitations. A sign cannot be treated as safely supported merely because its fasteners are concealed. Unauthorized drilling can damage reinforcement, compromise waterproofing, or overload a non-structural façade component.

Coordinate Illumination, Fire Safety, and Access
Illuminated signs add coordination requirements beyond the sign face. The electrical design must define the source of supply, cable containment, isolation, equipment location, protection from weather, and maintenance access. For external signs, the selection of components should suit the environmental exposure and the building’s available electrical infrastructure.
Fire safety concerns can arise where signage affects escape routes, exit visibility, fire-rated walls, fire shutters, smoke control features, or access to fire safety equipment. A decorative feature, logo wall, or suspended sign in a circulation space should not obstruct required egress or interfere with emergency signage. The proposed works may need to be reviewed against the building’s fire safety provisions, particularly during renovation or addition and alteration projects.
Maintenance is often overlooked in submissions. A sign that can be installed but cannot be safely cleaned, repaired, or relamped without closing a public walkway or using unsuitable access equipment is not a well-resolved design. Include access and maintenance arrangements in the design review, especially for signs above canopies, atriums, roads, and high-rise façades.
Submit, Track Comments, and Control Changes
Once the documents are coordinated, the appropriate applications can be submitted through the relevant channels. Review durations vary according to the agency, building owner, project complexity, and completeness of the submission. A clear package reduces the likelihood of clarifications, but it does not eliminate them. Authorities and landlords may request revised drawings, additional technical details, material samples, structural information, or confirmation of installation controls.
Comment management should be centralized. Each response should identify the drawing or document revised, explain how the comment has been addressed, and maintain consistency across architectural, structural, M&E, and contractor documents. Informal changes made during fabrication are a common source of noncompliance. A revised logo size, deeper letter profile, heavier material, altered bracket, or new lighting type can change the conditions on which approval was based.
Do not commence installation simply because a submission has been lodged. Confirm the required approvals, conditions, permits, and site clearances before work starts. The contractor should install only to the approved drawings, with any required inspections or endorsements completed at the correct stage.
Build Approval Into the Project Program
Signage is often placed at the end of a fit-out schedule, when opening dates are already fixed and pressure is highest. That approach creates risk because the external sign may involve the longest review path and the greatest coordination with base-building conditions. Treat it as an early workstream alongside façade works, electrical coordination, and landlord design approval.
