The project owner remains the party with legal and commercial interest in the works. However, an owner, tenant, contractor, or interior designer does not replace the QP where statutory endorsement is required.
The right QP depends on the nature of the project. An architect commonly leads submissions where the principal issues involve layout, use, means of escape, fire compartmentation, and architectural alterations. A professional engineer may lead or support submissions where the work is engineering-led, such as changes to mechanical ventilation, smoke control, fire protection systems, structural works, or industrial processes. Complex projects often require both architectural and engineering input, even when one appointed QP is the named submitting professional.
What the QP Is Responsible For
SCDF review is based on the submitted plans, supporting documents, and the QP’s professional declarations. The QP must establish that the proposed works meet the relevant fire safety provisions for the building type, occupancy, and scope of alteration.
For a commercial fit-out, that assessment may cover the travel distance to exits, exit widths, occupancy load, fire-rated enclosure requirements, and the effect of a new layout on sprinklers, detectors, emergency lighting, and exit signage. For an addition and alteration project, the QP also needs to consider whether the new work affects existing fire compartments, fire engine access, refuge arrangements, or fire safety systems serving adjoining spaces.
A proper submission is therefore coordinated documentation, not a drawing stamp applied at the end of design. The QP needs reliable base drawings, proposed plans, building approval records where available, the intended use of each space, and accurate details of affected systems. Incomplete inputs create risk because the submission may be assessed against assumptions that do not reflect site conditions.

Although the QP submits the plans, every project party has a specific role in getting the submission right.

Owners should also disclose prior alterations, known authority conditions, and available approved plans rather than assuming existing site conditions are compliant.
Architects and interior design teams develop the spatial planning, finishes, partitions, ceiling layouts, and user experience. They should coordinate with the QP before committing to layouts that reduce exit capacity, obstruct access to fire safety equipment, alter fire-rated walls, or conflict with smoke control and sprinkler coverage.
Mechanical and electrical engineers design or assess systems affected by the works. Depending on scope, this can include fire alarm interfaces, sprinkler modifications, hose reels, mechanical ventilation, stair pressurization, smoke extraction, emergency power, and emergency lighting. Their technical information must align with the architectural plans submitted to SCDF.
Contractors provide constructability input, site measurements, product data, and installation coordination. They should not commence regulated work based only on preliminary layouts or verbal confirmation. Construction that differs from approved plans can require corrective work and may affect the route to inspection and approval.
When an SCDF Submission May Be Required
Not every minor repair or like-for-like replacement requires the same approval pathway. The need for an SCDF submission depends on the building, the proposed works, the use of the premises, and whether fire safety provisions are affected.
Submission is commonly relevant when a project changes internal partitions, alters escape paths, changes occupancy or use, modifies fire-rated construction, adds a mezzanine, changes ceiling configurations affecting fire protection coverage, or alters fire safety systems. It may also be required for new buildings, major additions, industrial facilities, warehouses, specialized commercial spaces, and projects involving regulated storage or processes.
A small renovation can still trigger fire safety considerations. For example, shifting a retail store’s back-of-house partitions may affect the exit route. Converting an office suite into a food and beverage space can introduce different occupancy, kitchen exhaust, and fire protection issues. A fit-out that appears simple from a design perspective may require careful review because it interfaces with an existing building-wide fire safety system.
Conversely, some maintenance works may not require plan submission if they do not alter the approved fire safety design. The correct answer depends on the actual scope, not the project label. Calling work a renovation does not determine the regulatory requirement.
The Submission Process Must Start Before Construction
The practical sequence begins with a scope review. The appointed QP assesses the proposed use, existing conditions, available approvals, and discipline interfaces. The project team then develops coordinated plans and supporting technical information for submission.
After SCDF reviews the application, it may issue comments or request clarification. The QP coordinates the response, revises the documents where needed, and resubmits the required information. Approval should be treated as a design control point: the construction team must build to the approved plans and manage any subsequent changes through the proper process.
At completion, further inspections, certifications, declarations, or clearance steps may be required before the premises can be occupied or the works can be regularized. The exact requirements vary by project type and scope. A QP should not be appointed only for the initial plan filing if the project also needs ongoing authority coordination and completion-stage support.
Common Gaps That Delay Fire Safety Approval
The most frequent issue is appointing the QP after the design has already been finalized. By that point, the layout may have insufficient exit capacity, noncompliant travel distances, or partitions located across required fire-rated separations. Reworking a completed design is more disruptive than integrating fire safety review at concept stage.
Another common gap is fragmented consultant coordination. The architectural plan may show a ceiling bulkhead while the M&E design does not account for sprinkler relocation. A mechanical system may be altered without confirming its impact on smoke control. Each discipline can be technically competent in isolation, yet the combined submission can still contain inconsistencies.
Existing buildings introduce a separate challenge. Approved records may be incomplete, prior alterations may not match the available drawings, and concealed site conditions can affect the proposed design. A site inspection and document review before submission can reduce the risk of designing against inaccurate information.
Appointing the Right Submission Team
For straightforward works, one QP may be able to coordinate the required submission with targeted engineering support. For larger projects, a multidisciplinary team is often more efficient because architectural, structural, M&E, and fire safety decisions can be resolved together rather than through repeated revisions.
The appointment scope should state who will prepare plans, coordinate specialist inputs, submit to SCDF, respond to authority comments, conduct site-related compliance reviews where required, and support completion procedures. It should also identify what information the owner and contractor must provide. Clear responsibility prevents the assumption that another party is handling a critical approval item.
